For the "At Club Martus" trouble, is it the design intention that you get to see everyone's top card? Also, does it have to stay that way for the rest of the game? The effect seems to be permanent, unlike the other troubles (where the effects end when they shift).

Yes, the intention is that you see everyone's top card. It does not stay that way the rest of the game; it only stays that way when the Trouble is active. It isn't a permanent change. Just a weird quirk of probability being messed with by the Alien Gambling Tribbles.

You may choose to play it if the last card in the sequence was a 100 or if it was a 10. So, the power functions similarly to clone (which also can play after two possible denominations).
