I disagree. Plenty of classic 1E cards have a special skill that's simple enough to not need a separate card. Look at K'mtar. Look at Exocomp. Look at Jenice Manheim, and Garak, and Paul Rice.

Want some from after downloads were invented? How about The Emissary, and Calandra, and Lt. Sulu?

However, I'll also note that there is such a thing as "too much" text on a 1E personnel card. But I think few of these options go past that line. #2 certainly, and maybe #8 as worded.

I voted for #3.

I also agree with Mad Vulcan, I voted #1 for downloading cards instead of long skill.

Venus Drug - I like #3 (maybe excepting integrity), Youth has potential. Maybe making this an artifact would limit it's use outside of Harry Mudd.

Mudd's Women - Prefer #5 helping FLI, #2 seems too suggestive.

Of the top three right now:

1: The thing I don't like about this one is that it essentially offloads the actual design onto two other cards. I think it defeats the purpose of Will of the Collective.

3: I like the fact that he gives them Youth, though the attributes +2 part doesn't thrill me. This one is a longer skill, too.

5: This skill takes up less room than does 3, while still being thematic. It's my favorite. :D

The other issue is that any downloaded card will have to be more generic than a special skill. (Because people aren't generally fond of cards that say "If you have Bob in play...", especially in sealed where there's no guarantee of getting Bob & Bob's Card together). And more generic means less powerful.
