(2E is doing this and I thought it was a neat idea. Also, 1E has wayyyyy more factions.)
Rank the affiliations, based on overall strength. Kinda like Hurt n' Heal: each player can move one affiliation/faction one slot up or down.
You can make one move per day. [If that ends up being too much, I may adjust this later.]
You are free to assume each faction is supplemented by appropriate personnel. (Almost nobody runs a deck without the Equinox, for instance.)
You are free to use this thread to demand I add any factions I missed.
