Not sure who I'm voting for yet, but I really, really don't get the appeal of Captain Riker and Quark here. What's the point in making a card that cannot work with the one card we do know uses the new Native mechanic?

I know we can make a non personnel, but isn't that kind of missing the point of making a linked Mission and Personnel when the link is tenuous at best and doesn't make use of the main card to do with the mechanic and set theme?
