I know how to special report a personal. My question can you special report a ship?

Example

Call of reforcements or spacedoor
You have dominion and federation treaty
So can I download a ship to federation outpost. I only want the dominion for dominion war efforts. So if I can just report a ship to fed outpost. I will just have a alpha only deck.

If not I guess I could download alpha dominion ship. I was wondering if I could special report a ship because if so I could do it for mirror too.

I don't understand your example.

But I will say that Spacedoor is a great example of special reporting. When you download the target ❖ ship, it can be to any quadrant, because the Spacedoor provides the destination. And that's special reporting in a nutshell!

There's a little special reporting of ships without downloads -- Seal Rift is the biggest example I can think of -- but mostly special reporting for ships involves downloads just as with special reporting of personnel.

Not sure what you mean by special report. you can download a gamma quadrant ship using space door even if it's in the alpha quadrant because it says downloads to here but you can't do that with call for reinforcements because it just says download so you have to put it somewhere that it can normally report.

Ok, I think I understand. Yes, download a Dominion ship with spacedoor to [Fed] Outpost. Then you can download your support personnel to the ship regardless of quadrant because reporting to ship isnt quadrant dependent.

"Special reporting" is the term the Rulebook uses to explain how it works when reporting is enabled by a card provides a specific (non-facility) location as a destination:
SPECIAL REPORTING
Some cards provide special reporting: additional reporting options at specific locations. When a card provides special reporting, native quadrant restrictions do not apply. Thus, you can use Assign Mission Specialists to download Narik and Amarie (who are Alpha Quadrant natives) to a Primary Supply Depot (which is in the Gamma Quadrant), or report a Vulcan (even a [1E-DQ] Delta Quadrant Vulcan like Tuvok) to Observe Ritual, even if you have no facility there.

One of my favorite means of reporting ships ignoring native quadrant rules is '45 Dom Perignon's first function.

I hereby declare that this Starship Constitution is now the I.S.S. Enterprise! Or that my U.S.S. Intrepid is actually the U.S.S. Voyager. Unfortunately, Home Away From Home specifically disallows you from using this as a cheap way to get Delta Quadrant personnel in the Alpha Quadrant.

And, IMO, the oddest example? The Columbus is a champagne bottle away from becoming the Delta Flyer or even more weirdly, Quark's Treasure.

The easy way to remember: if a card tells you where to report/download something, then it just works - you do what it says. If it only says you *can* report/download (but not where), then you're using the text/rules of the outpost (or site or whatever), and you need to follow those rules.

Spacedoor requires that the ship and the outpost be compatible, so you can't do one [Dom] and one [Fed] unless you have that Treaty in play. If you need a seedable AQ outpost that's compatible with [Dom] , I suggest either [Neu] Neutral Outpost, or [NA] Husnock Outpost. Interestingly, [NA] Repurposed Outpost will also work, since it's Spacedoor that allows this report.

Yes, I didn't mean to imply you could go without the treaty, just that the "to here" overrode the quadrant restrictions.
