Hi The Federation can't attack at first other afflications. Can the Fed attack the Borg?
Or same restriction as usual.
2. Captain Kirk can initiate Battle against none-fed does this include ship to ship battle when he's present? or only personal Battle

1. The federation are allowed to initiate battle against the Borg [Bor] affiliation whenever they want, just like any other affiliation could.

2. Kirk, using his special skill, can start a ship battle or a personnel battle. Both are considered types of battles in 1E.

No, your [Fed] cannot attack opponent's [Fed] cards under normal circumstances. There are a few cards that get around that though, such as HQ: Defensive Measures and Incoming Message, Attack Authorization. Specific sub-factions of [Fed] have ways around the usual attack restrictions too, such as [TE] using Emblem of the Empire.
