Yes, you would need two Temporal Micro-Wormholes though, they're discarded when used to allow personnel to report to a ship and mix.

isolinear rods is an order so the card cannot be reported the same turn you download it.
micro-wormhole's download has no set destination, so its report function can be used to provide a legal report destination.
I would do both downloads first turn, the report Quark on turn 2. Downloading to hand does not trigger the once per turn rule.
