Borg Vinculum and an Fc Drone allows your Borg present with to share skills. Is the Borg Queen also ment with it means does the Queen also get all skills when present? Or only the Drones?
Another Drone from "The Borg" Doubles all skills does that count for the Borg Quenn too?

"All borg" includes Queen and Counterparts in the hive (same location). Really good when you hit a dilemma requiring Empathy or Acquisition, or Obsidian Order or whatever and you don't want to burn an Adapt or put your Queen at risk.
