Pretty sure there's no way to seed one. You could download a universal one on the first turn with Call for Reinforcements.

I sure hope not and hope there never is they already can amass ridiculous weapons very fast I think a seeded Dom ship would most assuredly push them in to the cleanse the space line TO fast that was the problem with the KAzon battle carrier decks.
