I was able to make this post because I have access to the Rules forum archives, and the Rules team controlled the ban list for many years. I also had access to Playtesting and All Staff, which helped fill in the blanks.
But what keeps a card banned is almost all internal to Balance (or, in olden times, the Errata Team), and I've never had access to their internal forums. (The only exceptions are when Balance sends a proposal to Playtesting and Playtesting raises objections and the card is withdrawn. Often Balance posts some explanation of that to Playtesters. So, like, that's why Scanner Interference is still banned. But some of them I just don't know.)
"Why is it still banned in 2022?" one"Why is this card still banned?" would be a fun topic, but it would (as Keii says) be a separate thread most likely, and it would have to come from the Balance team rather than from me.
