I am a big fan of the property logo definition of TNG block. I think it will be much easier than a list of expansions or cards, which was a big source of problems for block tournaments in the past. I would go so far as to make it literal, too, so if you want to use a card in this format, it has to be the TNG property logo version.

How do missions and other non-property-logo cards work? Just open-season?

Those would need to be solved, but I'd lean towards allowing ST: TNG and any NO property logo cards.

And please don't make it literal - if folks want to use the nicer art of Engineering Kit, what's the harm?

The harm is added complexity, and having to check that yes, there really is a TNG version of X card. If we can mitigate that, then I'd be more open.
