So I imagine this is a question of whether or not seed-phase downloading is included in "Your [1E-AU] cards may seed and play (one per turn)". Playing devil's advocate, I can see the reasoning for saying "No".
  • "Turn" has generally meant play phase.
  • Downloads during seed phase are not seeding (generally).
Can someone point me to a resource that says there are turns in the seed phase in which players can do things? And if they can point to such a resource, how does the wording prevent an interrupt from being played "once per turn" during a seed phase turn?

That's a long-standing precedent. See Space Time Portal in the glossary:
With respect to seeding [1E-AU] cards, "one per
turn" refers to one per seed card, as if the
alternation of seeds between players were
described as "turns". That is, a single seed
which immediately brings multiple cards into
the game (e.g. Assign Mission Specialists)
cannot bring in more than one [1E-AU] card, if
Space-Time Portal is the only card allowing
the [1E-AU] cards to play or seed. Multiple
dilemma-phase seed cards (such as Cryosatellite and its personnel) are allowed,
even when batch seeding is being used,
because each is a separate seed card.
So under that precedent, I'd rule that you could download ONE [1E-AU] Mission Specialist if Temporal Conduit was your only [1E-AU] - enabling doorway.

That said, remember that native personnel at time locations don't need to use their [1E-AU] to report, so you could download multiple [SF] [22] Mission Specialists to 22nd Century San Francisco with The Warp Five Program

Thanks. That text in this entry needs to be moved over to be with the rest of the seed phase rules.

But damn is that a messy hack of a glossary entry to enable this functionality. How badly would the game be broken if this wasn't allowed? Aside from decks starting slower (is that so bad?), would it actually break any gameplay to not have this be true?

I suggest you either errata away the "once per turn" of the card away and turn them into a full AU-Door

or

player have to seed a real AU Door as well.
