So, Series P of the virutal promos are all TNG reskins of various utility cards. Does this mean that stuff like Stellar Flare (even the original print) is now allowed in that TNG-property format that's been talked about lately?

Yes, all copies of Stellar Flare are now legal in any TNG-Only Card Pool tournaments (except the one that is in progress). This is legal immediately, so if you're looking to try out the card pool format, you just got some new toys!

Believe it or not, it is a coincidence. These promos were designed awhile ago, but were held off for various reasons. So it's a fortuitous coincidence, but it is one.
