Naw, constructed Warp Speed is completely broken insane. It's a sealed format.

The original rulebook mentioned the idea of Voyager-logo only constructed, vaguely implying that designers would consider that when making Voyager-logo ... but it was broken from day one. Think of the ways you could play 7 cards for free a turn, back with Caretaker reports-with-crew. I imagine now it's even more broken since there are just more free report options and Warp Speed has super treaty.

To be fair to the designers --- I suppose the idea was Voyager Warp Starters were an entry point for players. They'd go home with the start of a collection. It makes sense as a way beginners could get into constructing their first decks with a limited collection.

It can be done since technically, Warp Speed can be done with any card set that you want. The trick is to avoid how you could potentially play every card in your hand and then, replenish back up to seven cards in hand, all of which can make such constructed games problematic.

If someone wanted, I could run such a tournament just to see what chaos might occur but that's typically why it isn't usually done.

Actually, if you get USS Enterprise-D which downloads Wall of Ships which then downloads Starship Enterprise you can get an extra ship.

I have actually tried to construct a Voyager warp speed deck (years ago)... it's kind of interesting. Downloads and seeds have a completely new calculus since every play feeds a draw. And dilemmas are so focused. Admiral Riker McCoy download chains aren't really as interesting (even if anybody suggested using those cards in constructed Warp Speed --- the format has only ever been consider in Voyager-only or Enhanced Premier).

You end up bringing back drawing mechanics to play more than 7 cards a turn.

Again, it was always completely broken. Imagine hexany type cards, even voyager only. And weirdness like, you could use your second card play for Handshake after you already free-played/reported with crew a bunch of cards. ... which all lends itself to 500+ card decks. Insanity.

I think anything that's legit playable needs some sort of upper bound on draw deck, in addition to the already present lower bound of 20.

My first thought is 50. That gives you enough space for some shenanigans, but not so much that it gets stupid (or maybe it does?).

That's based on the premise that an EPP pack gives you 65 cards and you need 3 missions and 10 seeds, leaving you 52. With Voyager I think the starters were supposed to be Warp-speed playable out of the box, but most warp speed events I've seen add boosters.

It's also interesting to me that with only 10 seeds, you can only invest so many seed slots in non-dilemma options before things get really thin on defense.
