Hmmmmmmmmm If I use The Book to give all my personnel Tal Shiar and , does that mean they can all report for free to Continuing Committee?

And second question... since they add the skill but not an actual icon, does that mean the Tal Shiar does not count towards a Recruit Mercenaries limit if I DL someone that way?

Example, in the above scenario: Etana Jol has Treachery and Biology and she also has Tal Shiar but not third . So if i target her for DL with Recruit mercenaries, she only counts for two against my 7 total, right?

The key that the strategy of the first question works, at least to me, is that the NA personnel gain the skill and affiliation "even if not in play".

If not for those words on The Book, then this wouldn't work.
