Looks like there is only 1

mission specialist and he does not have

or

so doesn't do me much good.

Also, Dominion have a Treaty with

so you could use the

mission specialists if you want to seed the treaty.

Wait, are you seeding people or looking for seed phase downloads?

Those are two different things.

If you want to actually use a seed slot on a person, then you can seed anybody without breaking RTQ ("Seed" does not equal "Play or have played")

If you want mission specialists or some other seed phase download, see the other posts above, because yeah that WILL break RTQ if you're bringing in non-

guys.

I’d willing to seed. I didn’t know seeding Rishon won’t break RTQ. BUT I need someone with a staffing icon and need access to them immediately. (So not on a cryosattelite).

Seed Phase download with Preserver Obelisk, if you seeded Sherman's Planet. Also, doesn't break RtQ. And he has a staffing icon.

I always assumed personnel being seeded face up would break CM or RtQ, and personnel seeded face down under missions wouldn't.

While he can't go anywhere without shenanigans, Hero of the Empire seeds Captain Kirk from Dominion (who can special download Captain's Log)

He can even get you card draws with Temporal Almanac with Temporal Benefactor someone that names Captain Kirk (I'm sure there's a few options with that.)

White Depravation + Single Jem'hadar without White next to Kirk who chooses not to stun him puts him the discard pile which then allows him to be played came to mind. This could get you some card draws with the 34th Rule (d/l by Hanok)
