its an artifact, so yes
You hit your first mission fast enough you can collect the Orb just in time for the mid game, which is where this is going to matter.

You don't always need a card on turn 2 for it to be effective.

It may take a few more cards but... Mission Debriefing would stop the personnel so the can't move away. The downloaded S'Salk has SECURITY and then on your turn you can use Captured on the relocated personnel to capture them. Yes, this doesn't work if the personnel selected for the Virus has SECURITY unless you add people to it, and it's possible your opponent would come beat up your S'Salk and take the captured personnel away.

How about this? Play Thine Own Self on the personnel who got relocated. That would really put them inaccessible, though I'm not sure about the rules on the Virus personnel being under the mission...

I thought a TOSsed personnel was in play for uniqueness only. As such, wouldn't the dilemma text be inactive?

I sure hope so, otherwise that bookkeeping is a NPE in and of itself.

How many iterations to get One Big Happy Family right? Were the [Car] / [Dom] restrictions in there from the beginning?
I think it got added around Version B (2nd iteration) to reinforce the the mix of species and battle themes. However apart from cleaning up wording by rules, it didn’t change a great deal!

How about Draz's skills? Just plugging the holes for [AQ] [Dom] ?
Yes, we put together a matrix of skills for Alpha native Dominion cards to help pick skills for Draz and other universals. Obviously the non-Honor Cardassians would be on top of this.

Every Near... (another missin location name) should by it's own nature be fixed that way...

Space regions are veeerrryyy huge .. if you are "near" a planet you are in its region of space (astrophyscally speaking).

For this set you decided to only have 10 episodes to look for cards to make, did you ever regret this decision?
Not really, surprisingly. Restrictions breed creativity, and I think it turned out pretty well! There was more from those 10 we could have used still
Actually, the episodes are a LOT of content and trying to figure out what to include and what to leave out was HARD! There are 2 large expansion left in here, at least! The tighter the design brief the better the product usually. But there were never any regrets on the number of episodes, the only thing maybe would be the constraints of the brief?
Maybe a card that "you really wanted but... nope, it was shown a couple of episode before the conclusive arc"?
Maybe more Romulans, but they’ll come in time.
Not really. There where always so much in here for us to work with that we always had to cull a lot. But from a set design, giving more affiliations something in here would maybe have been useful. But we really tried to make stuff for everyone in here. Can you spot some? =)
