I think that's fair, reading it as "...who have at least one printed skill matching that personnel['s printed skills]."

This is exactly my point:. IT won't blow me up. Whatever dilemma behind it will which is why this dilemma isn't anything special. Whatever is behind it may done that even without the RMP in front of it. So you invested 2 dilemmas when 1 might have done it anyway.
