What happens if I’m playing a Fed/Bajoran deck and using DS9 and I want to play Quark to Quarks Bar? What if Fed personnel walk to that site? Can Quark join them on the Defiant?

Quark is not compatible with your Fed/Bajoran personnel, and you are not allowed to put your personnel in a "house arrest situation" voluntarily. Therefore, while Quark is at Quark's Bar, your Feds and Bajorans cannot visit Quark's Bar. Quark cannot board the Defiant.

The card Community Leader was designed specifically to fix these specific problems.

First, it makes all cards compatible at Quark's Bar. Now all your cards (and opponents' cards) can visit the Bar no matter who is there already. With this card, not only can your Benjamin Sisko visit your Quark at the bar, but your Hirogen can hang out with your Romulans at Quark's.

Second, if you have Reshape the Quadrant in play, Community Leader makes most of your "bar-related" [Fer] personnel with all your cards, so Quark, Rom, and Frool can all board the Defiant without problems.

So, it's a pretty sweet card for your multi-affiliation DS9 deck. :)
