No, it does not.
Universal ❖ : both players can have as many copies/versions in play as they want.
Unique: *each* player can have up to one copy/version in play (for a total of two).
Not duplicatable: there can only be one copy/version in play, period. If you play one, opponent can't.
Ships, facilities, and personnel are unique by default.
Missions and time locations are not duplicatable by default.
All other cards are universal by default.
So Jean-Luc Picard in the coming-of-age decks is a unique personnel, and you may both have one of him in play at the same time.
