I am playing with the starter decks from Coming of Age. Each deck has its own version of Jean Luc Picard. Does that mean that if my opponent has a Picard in play, I cannot play my own?

No, it does not.

Universal ❖ : both players can have as many copies/versions in play as they want.

Unique: *each* player can have up to one copy/version in play (for a total of two).

Not duplicatable: there can only be one copy/version in play, period. If you play one, opponent can't.

Ships, facilities, and personnel are unique by default.

Missions and time locations are not duplicatable by default.

All other cards are universal by default.

So Jean-Luc Picard in the coming-of-age decks is a unique personnel, and you may both have one of him in play at the same time.

Just to have all versions in one thread, there is also the enigma icon ✶ , behaves like unique, but has different name and is not interchangeable.
