For seeding cards like "Attention All Hands" and "Continuing Mission," they both say "Seed." Does this mean I start the game with them in play in my core area?

Yes. (Like Paddy said.)

You seed such cards during the last phase of the seed phases, the "facility phase." It is called that because, after you have set the basic rules and decks in the doorway phase, then established a universe in the mission phase, then populated it with horrors and wonders in the dilemma phase, now you finally get to do some work for yourself. This is the phase where you get to facilitate your deck and provide yourself the tools your deck needs to accomplish its goals during the game. Hence, facility phase.

(...Also because it used to be only facility cards, like Outposts, that seeded during it. That may be a small part of it. :ninja: )
