Which strategies for changing the game's pace do you believe work?

Introduce a rotating card pool so the existing strong cards leave over time.

Seeds on table. Each time your opponent plays an event, ship, or personnel for free, you may place a card of the same type from your hand face down on this card. You may play cards from here (for free) as though they were in your hand. You may not play cards for free, except from here.
[Inc] Draw To Match
Seeds on table. Each time your opponent uses a card they control to draw cards, you may place an equal number of cards from the top of your draw deck face down beneath this card. When you draw a card at the end of your turn, you may take any number of cards from here into hand. You may not draw more than one card per turn.

What a horrible idea. With this 2 cards out, you will force people to auto-include at least one of those 2 for just in case and to build their deck against it, so that your opponent cannot use it, because they will also use them and you will not feed them (Crell, T'Ong, and others can avoid the anti-"for free"-card )

Crell will double kick you because you could only draw but not play.

Could you expand on this? I'm not sure I follow. These cards aren't a counter to themselves. The real counter to these cards is to limit your own plays / draws. But you can still go exactly as fast as you desire. There's just an additional 'cost' in that you know your opponent will be able to keep pace, if they are using them.

I think what Enabran is pointing out is that there are a loopholes -- ones that are currently exploited to avoid breaking New Arrivals -- that players would lean into in either in combination with "Play for Free" or to avoid triggering free plays on an opponent's version of it.
The solution for cards like Crell and Homefront is to just errata these to add the words "for free." (This would also cause them to be caught by cards like Protect the Timeline or New Arrivals.)

I'm less worried about Repeatedly using the T'Ong or reporting cards with crew. If this were a serious problem, It's Only a Game could get an errata to put a per-game limit on the number of non-ship cards in a report with crew action. (maybe 10 per game?) T'Ong could also receive errata to be a normal "report with crew" card.

The fact that those loopholes would stack with the suggestions isn't really a problem, so far as I can tell. Those loopholes aren't exactly dominating the game today, despite stacking.
If you're playing the "free play" card, T'ong and Crell are redundant, cuz you're already playing a bunch of people (if your opponent is).
If you're playing the "draw matching" card, Crell is redundant because you can't use his draws.
So basically, who cares if they're both in play with the suggestions?
