Who has the deadliest dilemmas? Planet or Space?

How useful is it to be able to do only planet missions, convert one to Space, and win?

The bigger use is in anti battle tech. If you go all planent, you can take off and land to avoid ship battle (and have a TI if you want to avoid personel battle). That plus maybe hitting some dead dilemmas makes it valuable.

The benefit to all planet is the lack of ship risk (comparativly)

i'd say space...

not so much because of the text on the cards but because of the nature of attempting missions in space. it is much easier to red shirt and protect your resources on a planet. either type of mission will kill people but space you are risking ships, your equipment go with the ship if it blows up. it is just more resource intensive.
