If I'm playing a deck and attempting my homeworld with HQ: Secure Homeworld, is there any advantage to using Expose Covert Supply instead of Repatriate Citizen?

Seems I get 5 more points for RC and the only difference is I need 5 more of "some attribute" to complete HQ:SH. Are there any other reasons to favor ECS I'm missing?

IF you play a Rom/Klg treaty deck, you might want to favor ECS; the requirements in such a case are extremely easy to meet.

Kell or Sisters plus a Navigation personnel (Koral?) can accomplish Expose without worrying about the HQ hoops if your opponent insists on finding a way to block you?
