The resultof using Cloaked Maneuvers would be a cloaked ship that is still under Cytherians mandate.

STP on the other hand returns the ship to your hand, Cytherians is discarded and thereby eliminating the mandate.

Put another way, unless the card generates an action that advances the ship towards the destination (Lakanta, Where No One Has Gone Before, Transwarp Conduit, etc.), overrides the mandate (Q of Borg), or otherwise eliminates the mandate (Space-Time Portal), then you can't so it.
