Breaking this down:
Preserver Obelisk says "you may download up to 2 different [OS] personnel who name in lore a planet you seeded." Note that it doesn't specify where, so it has to be to a legal location. So, if you wanted to report someone to a DQ location with this, you'd need an [OS] [DQ] personnel that names one of your planets. Far as I can see there are currently no OS + DQ personnel, so no joy there - you'd need an OS personnel and a non-facility way to report it (to avoid the quadrant restriction).

TMW won't get you there, because it says " Once each turn (twice per game)", while Preserver says "Seed one on table in facility phase". The timings don't work with each other.

Play [Kaz] and let opponent go first and download any of the 4 First Majes that have Treachery via your seeded Leader of the Sect. At the start of your first turn, play Parallax Arguers from hand if your opponent lets you play an [1E-Evt], play Recruit Mercenaries and target Kirk-Android and report him via Temporal Micro-Wormhole.

F-it...I'm doing it.
Essentially, you can sub in any other way to get a Treachery personnel into play prior to your first turn, so you could use Assign Mission Specialist for a Treachery personnel too. Either way you still have to rely on the start of turn Arguer if you wish to keep your regular card play intact. If you don't need your regular card play for turn 1, you can simply play RM to DL K-A prior to any other reports and skip the Arguers entirely.

Since I can see it was established that this wouldn't work, any chance the CC might give the [1E-DQ] a card with a mechanic like this? Another version could instead allow you to seed [NA] [1E-DQ] personnel under their matching missions and be earned like artifacts, especially since we never got any [1E-DQ] artifacts (to my knowledge at least, maybe I missed a CC artifact for [1E-DQ] ). Just some ideas.

I mean if that's what you're looking for, there's always Prison Break...
And you could seed Penk and Captain Proton, for example, if you wanted extra bodies.

Yes, this is possible. You just need a location seeded where these personnel can report. They can't use reporting to a facility, so you have to use something else. There is only one way I can think of to do it.

Critically there is ONE ship you can seed in [1E-DQ] upon which you can seed Home Away from Home that does not have "Alpha Quadrant" in lore, and which thereby allows your matching personnel native to its home quadrant (the Alpha Quadrant) to report. The downside? You have to give up the free report you would get from Home Away From Home if you had seeded it on a ship like Voyager or Equinox.

Here's what you do:
Mission phase: Seed Liberation and the planet mission(s) the personnel you are planning on reporting are native to.
Main seed phase: Seed Caretaker's Array and Liberty as your ship there targeted by Home Away From Home, seed Preserve Obelisk, then download the two non-aligned personnel aboard the Liberty.

I would suggest to you that while this strategy is DOABLE it is not EFFICIENT; that is, unless you have some killer combo with some [OS] non-aligned personnel native to a planet you seeded that only works in the [1E-DQ] , this probably won't be worth doing because of the number of seed cards involved and the fact that you give up your free HAFW report.

Yes, you can use They call themselves Maquis, and seed a Nekrit Supply depot with War Council to get some free reporting, but you're also splitting your missions across 2 quadrants so you probably have to use The only way home or Barzan Wormhole to actually have access to all your missions. Basically, you're at about 8 seed cards without anything for drawing extra cards.
