I have been wondering about this. It's not like there is a paper sheet with only a fixed number of card slots available. Is there any reason to stick to specific sizes for sets?

(I would also have loved to see more Son'a stuff.)

The card still has to be made. That means testing, testing, and testing. And for each card that needs testing, the more time it takes. So the budget is not just the number of cards in the set to fit on a sheet of paper but rather the possibility for the CC to make the cards. Art has to be sourced; the lore has to be written and checked; rules have to be looked at and sometimes updated. Some cards that interact with the set might have to get errata for one or another reason and so forth
(sorry to all in the production pipeline that I forgot).
