No, I don't think so. One of the valid times for a card to get nullified is right when you play it but before it has its effect, and that's when this one would go poof.

Doesn't work. Nullify = you don't get to do what the card says before it explodes.

Contrast with Continuing Mission, which "discards" when it blows up meaning you can still get your [WC] card (however much good it'll do you).

If you need to use the Queen and construct starship at a [1E-DQ] Borg facility to get the Enterprise-E out, you don't need the [Bor] Enterprise E out in the first place. Entrprise-E has three benefits:
(1) Your opponent gets no points for destroying it
(2) It downloads the Borg Queen
(3) You can play it at Earth.

Obviously if it's in [1E-DQ] with the Queen, benefits 2 and 3 arne't helping you. This means that, unless you have the misfortune of hitting an opponent who is playing [1E-DQ] as well, there is no benefit at all.

It has lower staffing requirements than a cube and decent stats so that might be a reason to use it, can "redship" a mission with better range than a scout vessel.

Also perhaps a player may wish to save that download of Borg Queen in the event that either the first one gets removed from play or finds one of the other skills would be better. Let's not forget we have...what three versions of the Borg Queen, each with a different special skill.
