Comfort Women

In pursuit of the second function where I seed on Bajor and must download a site. Am I correct in assuming that if there is no nor in play to accept the site, that I cannot use Comfort Women? Or does that become a failed download and I am ok to use it?

You must DL a site, full stop. If you cannot, CW cannot be played. If you look down in the errata section just above the alternate print, you will see came into effect on 2/7/22.

Thank you! I looked in the glossary, but didn't think to look more carefully at the errata.
