If I manage to generate a card draw during the play phase of my turn, say by playing Mutation, can I use Group Therapy as a valid response to that card draw to download a [Fed] CIVILIAN to my hand?

Or does using that text on Group Therapy constitute an order and advances my turn to execute orders?

Actions enabled by gametext are orders unless another timing is specified.

However, "in place of a card draw" is a timing!

Therefore, this part of Group Therapy is not an order. It may replace any card draw in any turn segment (on any player's turn).

...wait. "Any player's turn"?

...yeah, that's correct, any player's turn. Find a way to generate a card draw on opponent's turn and Group Therapy can give you the coveted opponent's-turn personnel download in defiance of the General Quarters rule.

(I myself just realized this, which is why I sound so shocked.)

Sure. If not the extra Text on cards like The Power woulde be unnecessary:

Plays once each turn to draw a card OR draw two and discard one of them (your choice) OR draw three and discard one (opponent's choice). (May not be converted to downloads.)

Yeah, it just never clicked with me that Group Therapy, of all things, is a General Quarters cheat.

(...tricky part is triggering convertible card draws on opponent's turn, but, like I always say, DS9's strength is they have tonnes of draw but limited play engines.)

Correct me if I'm wrong, but I believe Group therapy's download to hand of a civilian is not subject to general quarters because the download isn't into play. The download of the genetically enhanced personnel, I will grant gives you a general quarter's download potentially on an opponent's turn.

Due to the recent new Superior [Vid] cards I was looking at cards that allow draws on my opponent's turn. I believe that Nemisis Guinan, Live Long and Prosper and a few dilemmas are all that there are. It looks like the interrupts that allows draws (most notably, Absolute Power, Reman Sacrifice and Temporal Almanac and Mutation) are "once each turn" and so work only on your own turn.
