So turn 1 starts do I have a ship in play or not? Honestly this is one of those questions that could go eitherway. So it is worth a ask here.
My logic is I own the defiant but I can't control it. So I don't have a ship in play. If Final frontier is taking about ownership over control then I do have a ship in play.
