Combined task force says you may not report anything but federation and Klingon. Since dominion war efforts is special reporting does it cheat the system?

I was trying to think of a way to do a federation and dominion deck? Since there is a treaty card. I thought of Here by Invitation it is alot more work to use the defiant route than combined task force.

No, downloading doesn't get around that restriction, but you can seed or persona swap non-Kli/Fed personnel.
