I have a deck around the andriod free play incident already. I have a good amount of Cybernetics in it. I'm just adding a few Cybernetics personnel, incident, and andriods to fill some holes in another deck. I don't want to add more personnel to the deck.

I thought of quarks rods and delta torres. I don't know how to get her into play in the alpha quadrant.

I thought of seeding array with voyager on it. Download home away from home. Report torres there. I'm not sure if delta quadrant counts as present for my android incident. It is alot for one personnel too.

Oh yeah I thought of persona swapping torres for torres. You can only use quarks rods once.

I thought of defend homeworld but no cybernetics personnel have sercuity skill at all.

Right now in the deck I have empok nor in the deck. I take it over. I download arik soong to the infirmary site. I have Cybernetics in play. Of course I then have to deal with the empok nor bs. I don't know why they couldn't just make it a abandoned station and that is it. Anyway thanks for any help.

There is a Romulan Security personnel (Telak) with Cybernetics. Temporal Micro-Wormhole and a seeded or downloaded ship lets you use him in almost any deck.
Other than that, download mission specialists, use Defend Homeworld to download Suna, use his download of Reflection Therapy to turn your mission specialists skill into Cybernetics.

Because that's what Defend Homeworld says? Affiliation does not matter at all for the Security download...

if you are playing Empok Nor you should be seedind Rods anyway. once you have safely
commandeered Empok, go ahead and grab B'Elanna Torres and report her using TMW to whatever ship you got to Empok Nor with. That's the least card intensive option you have.

just take note that... I think....... you can't report a Soong-Type Android to a Nor using the text on the sites because they have no classification. So you'd have to report Torres to a ship then get her back to another facility to report the STAs there.

if you are playing Empok Nor you should be seedind Rods anyway. once you have safely

It's funny I actually ended up doing temporal mirco wormhole and rods. I just took out empok nor. I really hate the bs when you flip the card. I Just wanted a station for my faction. It does not matter tmw and rods solved the problem. Thanks for all the help.
