So, yep!

Distant Control is a really strange card. It makes some dilemmas vastly weaker (A Fast Ship, for instance) but makes other dilemmas vastly more powerful (Arsenal: Separated, for instance). So it doesn't let you just ignore dilemmas the way, say, playing Borg does, but it will really shake things up for both you and your opponent. I like this about it.

I apologize; I meant Arsenal: Divided. I get them confused because Divided shows a saucer separation, so why isn't it called Separated? :P

Anyway, the reason Divided is really hard for Distant Control decks is that the ship must be staffed. The empty Drone ship is not considered staffed, even during the mission attempt. (If it were considered staffed, it would create more rules headaches than it solves.) So the only way for a Drone deck to pass Arsenal: Divided is to get a second ship, put actual Romulans aboard it, and go attempt the mission the regular way. It's a powerful answer to Distant Control.

Imma just post the Glossary entry:
Distant Control - This incident only allows
your native personnel at Drone Control
Room to function as a crew for the duration
of the mission attempt. When your
personnel are functioning as a crew aboard
your empty Drone-class ship for this incident
they are affected normally by dilemmas they
encounter, as if they were aboard that ship,
with the following exceptions:
• They may not interact with
dilemmas (or other cards placed
on the ship) outside of a mission
attempt, e.g. to cure The Swarm.
• They may be selected to
die, but they will only be killed if
they have Empathy.
• They may not be relocated to the
spaceline and as such may not
be captured and held by a trap
card, e.g. Cardassian Processing.
• They are not at the
mission; therefore their special
downloads do not go to it, and
they are not affected by 'here'
effects such as Distracted by
Thoughts of Home's attribute
reduction.
Additionally, since the Drone-class ship is
empty, it is not staffed and if destroyed, only
cards which are played on it are discarded.

This came up in a game yesterday and I want to make sure I understand it correctly.
When a Dilemma requires a personal to relocate to get past, such as
Hippocratic Oath https://www.trekcc.org/1e/index.php?cardID=1287
or Spock's Brain https://www.trekcc.org/1e/index.php?cardID=5758,
I have to get Personnel to that mission, there is no way a Drone-Ship can solve that with Distant Control?
