reshape the quadrant

I have been digging for a way to make the cook/schoolroom deck for awhile now.
I figured out the cooks would be fed/klingon.
Trust the prophets lets federation download on ds9 if reshape the quadrant is in play. I know if I download a federation tng personnel it will kill reshape the quadrant. So can I start the schoolroom by downloading a tng personnel to schoolroom?
The deck works alot better as tng than ds9 but otherwise I have to draw a teacher/professor. If I could seed a card to let me download one it is definitely worth it.
