The glossary under Probing says:
”You also may not probe if your Borg participated in any battles at the targeted location during your current turn or during your opponent’s previous turn.”

- If opponent battles my empty outpost (while none of my Borg ships or personnel are present), does that really count as if my Borg have participated in battle at the targeted location?

It does count for empty (unsure) or non-fire-returning but staffed ships (sure), I always thought...? But never considered... is a [Bor] facility defined as "your Borg"...? :shifty:

The exact glossary text is:
probing wrote: Also, you may not probe to complete any Borg
objective (except one that says “immediately
probe”) if your Borg cards participated in any
battles at the location of the objective’s
target during your current turn or during
your opponent’s previous turn.
So as stated above, while a facility wouldn't be a Borg, it is of Borg origin and thus a Borg card. So the outpost being battled is enough to delay probing.
