Keep in mind, you can only have a house arrest situation if it's YOUR ship or facility. If it belongs to your opponent then it's intruding.
Which is not correct and why 9of24 posted what he did.
My apologies if my post was confusing, I was replying to pfti's statement that your personnel aboard an opponent's ship could not be under house arrest. The glossary says they can be under the right circumstances, so I quoted that portion of the glossary entry. Apparently, it was not as clear to others as I thought it would be. Perhaps an example would better exemplify the point.
Suppose I am playing
Treaty: Romulan/Cardassian. I use
Dimensional Shifting to move my Away Team (consisting of 3 Romulans and 5 Cardassians) on Bajor to my opponent's
U.S.S. Defiant in orbit of Bajor. Then my opponent plays
The Devil to nullify my treaty, as a result my Romulans and Cardassians are no longer compatible with each other. Because they are aboard my opponent's ship and there are fewer Romulans, the Romulans would be under house arrest. If I used a second Dimensional Shifting to remove my Cardassians from the U.S.S. Defiant, then my Romulans would no longer be under house arrest. Hopefully that is more clear.
