If I seed an artifact at a mission during the seed phase, then download and seed an artifact at the same mission during play, does that result in a mis-seed situation or is that a legit play?

I think the Pla-Net / Cryosatellite rule applies: they're all mis-seeds and get placed out-of-play, but, since they became mis-seeds during the play phase (and weren't actually seed-phase mis-seeds), you aren't prevented from solving the mission. It's in the Rulebook under becoming mis-seeded; I know it's in the Glossary, but can't remember where.

Could be wrong. I think that's actually a new question you raise.
