No, because it is an order. You can only execute orders on opponent's turn if:

(1) it's an interrupt or [DL]

(2) the card says so (with the phrase "at any time" or "suspends play," usually)

(3) your opponent just did something that your order specifically cancels or modifies (a so-called valid response) (usually, if you have to ask whether it's a valid response, it is not a valid response)
