quick question: can I play events and other cards on my OWN cloaked ship?

The Glossary entry on the topic does not explicitely allow or disallow it.

I the short answer is generally, yes.

I'm trying to think of exceptions but I just woke up and haven't had my coffee yet, so it's not going well...

If it doesn't disallow it, and you normally could... then you still can.
