Edit: yes depending on objective.

and when both player are borg... anyone can target ANY mission including the opponents (but may just not scout it if not also seeded) so that borg opponent cannot target the mission themselve, because there is already a borg objective targeting it (from opponent)... since it does not specify "yours"...

edit: ah now i get it. it only targets the mission but is not placed on it.

edit: oh so both may scout at the same time if both are borg.

and i can still as always first target a mission with establish gatheway... but after dilemmas are cleared use a change of plans to switch to harness particle 010?
