I dug up the 2014 Rules Committee thread where Project Husker was reviewed, but this specific phrase was never discussed.

(The cards that drew the most Rules attention in Husker were the card that became Contain Boarding Parties and a card intended to play with Kyle Riker that got cut.)

EDIT: Allen's equivalence does seem to track with how the card actually works / has been ruled to work, at least at first blush.

Working backwards, I suspect the text is cribbed from Ops: Mirror Universe, which has the same phrasing. Seems like if you just wanted them to be matching, you wouldn't put the qualifier on it. ("#icons are considered to match its affiliation").
