Tof doesnt get people but doesnt cost your card play
Res-Q costs a card play, but can get any card

Also Palor Toff is banned under the OTF Rules (Official Tournament Format), which is the default rules that the rule book describes. You're free to play how you want, but I think the OTF rules are the best ones available for this game.

Also worth noting that Nanoprobe Resuscitation is a largely superior version of both.
