If both are on the same location, does the restriction or the allowens count?

Guess Yarnek gets the win, because its an allowence? but is there a rule for it?

Seems like a case of specific overriding general to me. While the ship restricts your attack restrictions at the location, Yarnek removes restrictions on the planet surface. Since, the planet's surface is a more specific 'place' than 'here', Yarnek takes precedent.
