The rule requiring a docking site still exists. It can be found in the rulebook under Reporting for Duty in a section called "Exception: Site & Station Reporting"

May I ask in what context this question came up? Was someone (you?) trying to use a Nor without a docking site? How did you board / disembark from the Nor at that point?
