if outpost shares shields to docked outposts and the mission has 35 points...

does it add 17 or 18 or 17.5 to shields?

I guess you mean "Facilities extend 50% of their SHIELDS to all ships docked there" but Strategy Base "Adds point value of this mission to outpost's DEFENSE total."
Don't think that adds to ship DEFENSE.

There is no Defense Total glossary entry but it is mentioned in the following glossary entry:

DEFENSE bonus

A feature of Tactic cards. In a ship battle, the DEFENSE bonus on your current tactic (if any) is added to the SHIELDS of your ship that is being fired upon (plus any SHIELDS extension from a facility where the ship is docked), to calculate your DEFENSE total. The DEFENSE bonus is not an attribute enhancement. See battle - ship.

The defense bonus of Strategic Base is a bonus added to the outpost's shields only when the defense of the outpost is in question. Since it does not enhance the outpost's shields, the bonus does not add to the docked ship's defense in any way.
