I know this has cropped up before. But just want to clarify.

My opponent has duck blind, new arrivals, and a couple of other end of turn actions.

[SD] Can I play interrupts between those?
[SD] Can I non Tribunal suspend play between those?

Yes, but:

"A card which specifically says it "suspends play" may be played at any time during the play phase (even during your opponent's turn) and may interrupt and temporarily suspend any action."

So you can interrupt and suspend end of turn actions, right? Because an end of turn action fits the description of "any action"

History would say yes, suspends play would work, because that's the way I've seen it done. But I can't think of a place where the order of precedence is specifically laid out saying which rule overrides the other, or even how to decide which conflicting rules override others. Does "may" always take precedence over "may not"?

I don't know.

A farther-reaching question that comes to mind is: would it break anything if "start of turn" and "end of turn" were inviolately uninterruptable?

Also, just a reminder the draws you get from Duck Blind and New Arrivals occur as modifications of your normal card draw and are not end of turn actions.

OK, so I can suspend play during end of turn actions, but not the end of turn card draws?

No you can always suspend play unless specifically told otherwise (i.e., Tribunal of Q)
