Am I assuming correctly: I do not need a copy of PO seeded to use it, correct?
Secondly: I can use PO to download a personnel that is native to a planet (whom I have not in play)? (= a personnel who names a specific planet in lore)

2. You can only download a personnel that names a planet in lore that you seeded.
Plays to download such a personnel whom you do not have in play.

such a personnel = personnel who name in lore a planet you seeded.

No. Just 2 of the 6 Excalbians are Native + Yarnek.

does the player get the points from native dudes, no matter if they where downloaded from obelisk?

i guess 2 different onces helping solving one mission would work while 2 copies of the same would not, due to the cummulativ rule?

I remember reading that 2x Darian Wallace would not activate Duck Blind. Has that changed? Or is my memory of it being in blue text faulty?

That used to be true under the "Frool Rule"

That rule went away so now 2 DWs CAN power a duck blind.
