ok, my opp wants to SD a weapon with a personnel on a ship to a attempting crew on the planet. does that work?

Wait. Why does that work? How? The [DL] rule says that if the DL'ed card "has a location", it should be played where the [DL] icon is present... (Doesn't it? Or not anymore?) And the suspend play rule doesn't allow for more actions such as beaming, right?
So I, too, would seriously contest this situation. Even though Q and I rarely agree on anything. :lol:

Seriously, though. What's the full story -- in many words? :P
Wait... does the rule perhaps not say "present" (as I thought), but "here"/"this loc"? :shifty:

downloading - special download

A card with a special download icon [DL] allows you to suspend any action at any time (even during your opponent's turn) while you download the specified target card and immediately play it. If the card is played at (or to affect something at, or to insert adjacent to) one particular spaceline or time location, the special download icon must be at that location. (If it is not possible to play the card according to these rules, then the target card may not be downloaded.)
Basically, the [DL] must be "here", not specifically "present".

Tribunal of Q creates an exception, but yes generally speaking you're correct.

to me this is only the case, if you sd a card that plays on a certain location /mission. like sd kobayashi maneuver. but a hand weapon doesnt sd to one particular spaceline or time location

besides it also makes zero treksense

I agree that special downloads on personnel should download "present" with the personnel but apparently that's not the current rules.

I would like this to be changed because if the player wants to use the special download during a mission attempt they should have to commit the personnel to the mission. Special downloads during a mission are very powerful and it seems unbalanced to allow the personnel to "hide out" on the ship.

Also this creates a situation where the rules aren't hiding anything, but this option isn't going to be clear to players who aren't already experts on the rules.

And sure, you can say from a trek sense perspective that they beamed down the [downloaded thing] but it then creates a sense that beaming things to an away team during a mission is allowed which normally it is not. This is detrimental to new players trying to learn the game. Special downloads are already an exception to like 30 different rules.

I think I agree with Gerald's every word. At least at first sight. But. Are we sure there were no good (or bad) reasons to word the rule like that? One or two cards that otherwise wouldn't function? Since it doesn't make Trek sense, it's bound to gave made some other sense back in the day.
